“If you have a garment that you want reproducing with different fabrics, should sampling be cheaper as the garment is already a pattern and sample?”

The answer is more about what type of fabric you are asking for. If the fabrics are the same or similar, then the short answer is in fact yes, it should be cheaper. But if the fabrics have different properties, then you will have to go through the sampling process and pattern cutting again.
